Quality Surface Program improves Northeast Louisiana roads

RUSTON, La. –The Louisiana Department of Transportation and Development (DOTD) announced today the completion of La. 822; the first route in Lincoln parish to be let under the Quality Surface Program.  The project resurfaced over 4.4 miles of La. 822 from La. 146 to U.S. 167 and cost approximately $1.9 million.  

The Quality Surface Program is a $425 million initiative to resurface and repair approximately 1,100 miles of Louisiana’s rural road segments across the state. This historic resurfacing program was made possible through legislation sponsored by Governor Bobby Jindal allowing for the bonding of the State Highway Improvement Fund (SHIF) revenue stream for non-federal aid routes. The bonded funds, combined with the SHIF’s regular funds, allow the state to improve the quality of roadways, many in rural areas that haven’t been repaired in over 30 years due to lack of funding.

DOTD Secretary Sherri H LeBas said, “We know that quality roads lead to a stronger economy which is why investments in transportation remains a top priority. The upgrades to our rural roads help make our state more attractive for new business investments, and most importantly, to make our roads safer for our families.”

The Quality Surface Program has allowed DOTD to make essential repairs to the state’s rural roads. The first year Quality Surface Program’s list represents approximately $150 million in projects to repair and resurface more than 75 road segments across Louisiana. This year’s breakdown includes approximately 360 miles of roadway repaired, approximately $82 million in projects come from north Louisiana and approximately $70 million in projects from south Louisiana.

Additionally, over $54 million has been allocated for Northeast Louisiana though the Quality Surface Program.

Non-Federal Aid routes are made up of mostly rural roads. Unlike major roadways, Non-Federal Aid routes are not eligible for matching funds from the federal government, which means there is less money available to fund projects for rural roads throughout the state. The State Highway Improvement Fund receives dedicated funding from commercial vehicle registration and license fees.

DOTD will continue to move forward with the first year list which was selected through DOTD’s priority program based on traffic volumes and roadway assessments. Not only will the upcoming repairs connect citizens across our state to smoother and safer roadways, but a better quality of life as well.
