DOTD and the Federal Highway Administration (FHWA) propose to improve the connection between Kansas Land and Garrett Road in the vicinity of their intersections with La. 594 (Millhaven Road) in Monroe, La. A draft environmental assessment (EA) was prepared to study alternatives for realignment of Kansas Lane to meet Garrett Road. The two build alternatives under consideration include a grade-separated crossing of the Kansas City Southern Railroad and Millhaven Road, widening of the Garrett Road overpass of I-20 and its approaches to four lanes, and a reconfiguration of the I-20 Garrett Road entrance and exit ramps to improve traffic operations in and around the interchange.

Materials and displays describing the project, alternatives studied, and potential impacts will be available at the meeting. DOTD representatives will be present to answer questions. Verbal comments will be recorded. Written comments will be accepted at the hearing or may be mailed to the address shown below. Statements postmarked by Dec. 30 will become part of the transcript of the hearing.

Detailed information about the project is available in the draft EA. Copies are available for public review at the following locations: Ouachita Parish Library, 1800 Stubbs Avenue, Monroe, La. 71201; University of Louisiana-Monroe Library, 700 University Avenue, Monroe, La. 71209-9000; DOTD Environmental Section Office, 1201 Capitol Access Road, Room 504D, Baton Rouge; FHWA Office, 5304 Flanders Drive, Suite A, Baton Rouge.
