The Louisiana Department of Transportation and Development (DOTD) and the Texas Department of Transportation (TxDOT) will conduct an open house and public hearing for the purpose of discussing the replacement of the existing causeway and swing bridge on Highway 82 at Sabine Lake with a new high bridge crossing. The proposed bridge would be 3,775 feet or 0.775 miles in length with a width of 46 feet. It starts on Texas State Highway 82 at Sabine Lake in Jefferson County, Texas, and continues on to La. 82 in Cameron Parish, Louisiana.

The proposed project would require a small amount of new right-of-way (ROW); however, no relocations or displacements would occur. No displacements of any businesses, farms, or non-profit would result from the proposed project. All ROW negotiations would be conducted without regard to race, color, religion, sex or national origin. The acquisition of properties and the relocation program would be conducted with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended.

Due to a proposed acquisition of land from Walter Umphrey State Park, a Programmatic Section 4 (f) Evaluation has also been prepared and included as part of the Categorical Exclusion (CE) document. Approximately 0.64 acres would be acquired from Walter Umphrey State Park along the northern edge of the park where it abuts State Highway 82.

A schematic plan showing the location of the project, geometric design details, the CE and the Programmatic Section 4 (f) Evaluation prepared for the project, as well as other information pertinent to the project are on file and available for inspection at the TxDOTD Area Office in Port Arthur, Texas located at 6101 Twin City Highway. Information regarding the tentative schedules for the proposed construction may also be obtained from the Port Arthur Area Office by calling (409) 722-8377.

All interested citizens are invited to attend this public hearing. Verbal or written comments about the project may be presented either at the hearing or submitted within ten (10) days after the hearing to the following address: Texas Department of Transportation, 6101 Twin City Highway, Port Arthur, Texas 77642. Individuals interested in attending the hearing who have special communication or accommodation needs are encouraged to contact the TxDOT Beaumont District Office at (409) 892-7311 at least seven (7) days in advance. Since the hearing will be conducted in English, requests for language interpreters or other special communication needs should be made. TxDOT will make every reasonable effort to accommodate those needs.

A written report will be prepared following the hearing to address comments received at the hearing and during the subsequent 10-day comment period. A copy of the Comment and Response Report will be prepared and made available at the TxDOT Area Office located at 6101 Twin City Highway, Port Arthur, Texas.
