Statewide Traffic Signal Announcements

Greetings!

This email contains several important announcements including:
  • A new TSI Version (Version 3-1) is now posted online.

  • New 2016 Traffic Signal Details (TSDs) are posted online.

  • The new 2016 Spec Book is in full effect for all projects.

  • Item Numbers, Quantities and how items are measured have changed with the release of the 2016 Spec Book.

  • A Training Class has been scheduled for both Consultants and DOTD personnel to review all of the above mentioned changes in detail.


Per the Chief Engineer, all projects are now required to follow the 2016 Spec Book. With the release of the 2016 Spec Book, several changes have been made to the standards that directly affect Traffic Signal Designs. These include but are not limited to Item Numbers, Quantities and how different items are measured on the plans. To accommodate these changes, both the TSDs and the TSI have been updated. Both have been posted online. (If for some reason the old TSDs or TSI files are required, a request can be made to André Fillastre - andre.fillastre@la.gov)


Training Class:


Have questions? Because of the amount of changes both to the standards and to the TSI, a training class has been scheduled for Thursday August 3rd, 2017 at TTEC in Baton Rouge. Starting at 8am, the morning portion will teach the new TSI and Standards, the afternoon will be held for open discussions. To sign up for the class, please email andre.fillastre@la.gov with your name. The class is open to everyone (Consultants, Municipalities, DOTD personnel, etc.).

2016 Spec Book Changes Summary:

The following is a brief summary of some of the changes to the Spec Book that directly impact Traffic Signal Design:
  1. ALL Mast Arm Poles and Mast Arm Foundations are now separate items. This applies to Pedestal Pole, Pedestal Foundations, Span Wire Poles and Span Wire Pole Foundations (i.e., if you have four mast arms shown on your plans, you should have four foundations listed in the quantities).
  2. Conductors are no longer included in the cost of the mast arms and therefore must be measured from the signal head all the way back to the cabinet. This includes measuring the distance within the mast arm and riser pole. (Please DO NOT simply assume 50 ft of conductor for a 50 ft arm. The length of conductor for a signal head that is at the end of the mast arm will measure a different length than a signal head that is near the riser pole of the mast arm.
  3. Jack and Bore is now measured separately from Conduits. (i.e., if you have two 3” Conduits jack and bored 100 ft, then the Jack and Bore item will reflect 100 ft and the 3” Conduit will reflect 200 ft since there are two conduits.) Additionally, there is now only one Jack and Bore item number and does not reflect the size. Conduits are still listed by Size.
  4. Traffic Signal Item numbers have changed. A few items still have the same item number but most have changed. This was done to match changes within the spec book and to help make better sense of the item numbers and the items they refer to.

Major Revisions in TSI 3-1:

Due to the spec book changes and a few requested revisions, the TSI format has been updated from TSI 3-0 to TSI 3-1. Below is a summary of the changes to the TSI:
  1. Because Conductors are no longer paid as part of the mast arm, the wiring conductors within the mast arm riser pole need to be declared on the wiring diagram and shown on the wiring table. An updated wiring table has recently been developed to help with this and to address an error found in the previous wiring table.
  2. A New Quantity Excel spreadsheet has been developed that reflects all of the new item numbers per the 2016 Spec Book.
  3. With the coming of ATMS.now, an additional line has been added to the header of the TSI Excel spreadsheet for the listing of the ATMS.now drop and port information.
  4. Per request, the symbol for the Traffic Signal Cabinet has been changed. There are now two symbols, one for a ground mounted cabinet and one for a pole mounted cabinet.
  5. Minor display errors within the Microstation files were corrected.
