The Louisiana Department of Transportation and Development is proposing a project to improve safety and traffic flow for a portion of LA 15 & US 165 in Monroe, Ouachita Parish.
The purpose of the project to to repair a section of LA 15 (Winnsboro Road) from US 165 to US-165 Business with a mill and asphalt overlay.
As part of this project, the roadway will be re-striped as a 3-lane (one lane in each direction with a center turn lane) from Hadley Stree to Orange Street, with five foot paved shoulders. The project also includes adding pedestrian crossings at the intersections of LA 15 and 2nd Street & 2nd Street and Plum Street.
The portion of LA 15 from Hadley Street to US 165-B will then be transferred to the City of Monroe for ownership.
This type of 'road diet' is a proven safety countermeasure that can reduce the risk of crashes by eliminating conflict points between vehicles and pedestrians. By calming traffic and reducing speeds, the risk of severe crashes is also lessened.
The project is currently scheduled to go to bid in November 2025, depending on the project development process. It is estimated to cost approximately $7-$8 million.
