UPDATE: Flashing yellow left turn arrow installation project, Caddo Parish
SHREVEPORT, La. – The Louisiana Department of Transportation and Development announces that the second phase of the project to upgrade certain traffic signals across Caddo Parish to include the flashing yellow left turn arrows (FYA) is nearing completion.
As part of the final installations, beginning on Monday, November 2, 2026, there will be inside lane closures necessary at the intersection of LA 1 (Youree Drive) and LA 511 (E. 70th Street) in Shreveport (both roadways). Due to the heavy traffic volume at this intersection, the lane closures will only be in place for up to three (3) days, weather permitting.
These lane closures are necessary to allow the contractor to install two drilled shaft foundations for the dual mast arms in the roadway median that hold the signal heads.
Once this location is completed, the contractor will mobilize to the intersection of LA 3032 (Shreveport-Barksdale Hwy) at Weyman Street in Shreveport to conduct the same operations. These lane closures will be also only be in place for up to three (3) days, weather permitting.
These two intersections are the final locations for the flashing yellow left turn arrows phase 2 in Caddo Parish.
Additionally, all FYA signal upgrades have been completed for phase 3, which includes Bossier, Claiborne, DeSoto, Red River and Webster Parishes. The contractor for that separate project is currently working on punch list items.
When illuminated, the flashing yellow arrow allows waiting motorists to make a left hand turn only after yielding to oncoming traffic, and are being installed statewide (and are already installed across the nation in many areas).
