DOTD, partners launch LIFTOff Louisiana advanced air mobility initiative

HOUMA, La. – The Louisiana Department of Transportation and Development (DOTD) and its partners officially launched LIFTOff Louisiana, a statewide Advanced Air Mobility (AAM) initiative designed to help the Federal Aviation Administration (FAA) determine how next-generation aircraft can be safely integrated into the National Airspace System.
Located at the Houma-Terrebonne Airport, one of the nation’s busiest hubs for helicopter operations, LIFTOff Louisiana provides the FAA with a Gulf Coast site to test an environment that spans multiple states and population centers, industrial regions and coastal communities. The airport’s high volume of air traffic provides a real-world setting for evaluating how emerging aircraft can operate safely alongside established helicopters and fixed-wing operations.
The region combines major industrial and logistics demands with variable coastal weather and a mix of urban, rural and tribal communities. Findings from this initiative will help the FAA validate safety concepts, identify regulatory gaps and develop rules that can be applied across the country.

Advanced air mobility is an umbrella term for emerging aircraft and related systems designed to move people and cargo. These aircraft are typically highly automated and electrically powered, and many can take off and land vertically. Potential applications include passenger and cargo transportation, emergency response and industrial support.
LIFTOff Louisiana's planned operations will evaluate cargo and personnel transportation, including routes to offshore energy facilities in the Gulf of America and energy industry sites in Louisiana, Texas and Mississippi.
The initiative brings together aircraft developers BETA Technologies and Elroy Air with established operators Bristow Group and Metro Aviation. The aircraft developers will provide advanced platforms for phased testing, while the operators will contribute expertise gained through aviation operations.

The FAA selected DOTD's proposal in March as one of eight projects nationwide for its Advanced Air Mobility and Electric Vertical Takeoff and Landing Integration Pilot Program, known as eIPP. Established under Executive Order 14307, "Unleashing American Drone Dominance," the program brings state, local and tribal governments together with private-sector partners to test emerging aircraft in real-world environments and collect data that can guide future federal standards, regulations and long-term policy.

Louisiana’s role extends beyond flight testing. Education partners, including Fletcher Technical Community College and Nicholls State University, will connect the initiative to workforce training and applied research. Regional communities, tribes, local governments and economic development organizations will also participate in planning and implementation. Together, these partners will provide input on routes, emergency response needs and community concerns, help develop pathways to emerging aviation careers and give Louisiana stakeholders a direct role in evaluating the technology’s benefits and community impact.

Flight activity conducted through LIFTOff Louisiana will remain subject to FAA oversight and applicable federal approvals. The program's phased approach will begin with route mapping and evaluations of surveillance, weather and procedures for operating safely alongside existing aircraft. Operations will expand only after safety benchmarks are met and required approvals are secured.
The resulting data will help the FAA evaluate safety, operational performance, infrastructure needs, noise, environmental effects and community impacts. By serving as a national testing site, LIFTOff Louisiana will give the state a meaningful role in shaping how the next generations of aircraft are regulated and deployed across the country.
