Long-term closure of Horseshoe Blvd. in Westlake to begin Aug. 2 through Aug. 26, 2026, for Phillips 66 pipe rack relocation – Calcasieu Parish

Calcasieu Parish – The Louisiana Department of Transportation and Development has announced a long-term closure of Horseshoe Boulevard from LA 378 (Sampson St.) to Mike Hooks Road in Westlake is scheduled to begin at 2 p.m. Sunday, August 2, 2026, through 7 p.m. Wednesday, August 26, 2026.
This closure is necessary to allow for relocating sections of the Phillips 66 pipe rack. This work is associated with the new Interstate 10 Calcasieu River Bridge project.
Detour information:
- Motorists can detour using LA 378 (Sampson St.) to LA 379 (Sulphur Ave.) to Miller Ave. Signs will be posted notifying motorists of the detours. Mike Hooks Road will remain in service during the closure.
Long-term detour route is shown in blue. The closure location is shown in red. All work is weather dependent.
