Short-term and long-term road closure in Westlake scheduled for Phillips 66 pipe rack relocation – Calcasieu Parish

Calcasieu Parish – The Louisiana Department of Transportation and Development has announced the following closures are scheduled in Westlake to allow for relocating sections of the Phillips 66 pipe rack. This work is associated with the new Interstate 10 Calcasieu River Bridge project.

Short-term, nighttime only closures on Sulphur Avenue and LA 378 are scheduled for the following dates:
  • June: 11, 13, 14, 20, 25, 26
  • July: 10, 11, 12, 13, 17

The impact to traffic is expected to be short durations between 10 p.m. and 4 a.m. Motorists can use alternate posted detour routes, and flaggers will be will present to direct traffic while closures are in effect.

Long-term closure of Horseshoe Boulevard is scheduled for the following dates:
  • Sunday, Aug. 2, 2026, through Wednesday, August 26, 2026.

The long-term detour route is shown in blue. The closure location is shown in red. All work is weather dependent.
