DOTD Form 24-102 August 11, 2025 Updates & Advertisement Changes

Attention Consultant Community:

Effective immediately, the DOTD Form 24-102 August 11, 2025 must be used for all advertisements posted on or after August 11, 2025.


Key updates include:

DOTD Form 24-102: Section 13: – “Firm Size” changed to “Team Size”
  • This change aligns with the expectation that the Project Evaluation Team (PET) will evaluate the committed team size for the project—not simply the total number of personnel available.
  • “Committed” personnel means the classifications of staff who will actively work on the project day-to-day.
  • The “Available” column remains for indicating all personnel who could be assigned if needed.
Advertisement: Evaluation Criteria Alignment
  • All references to “Firm Size” in the evaluation criteria have been updated to “Team Size.”
  • The evaluation criteria have been re-ordered to match the section sequence of the DOTD Form 24-102 for ease of review.
Advertisement and DOTD Form 24-102, Section 13: IDIQ Contracts – Task Order Assumptions
  • For IDIQ contracts, where committed personnel may be hard to determine in advance, page 2 of the advertisement on IDIQ advertisements will now include verbiage identifying an assumed number of task orders for evaluation purposes only.
  • This assumption ensures all consultants base their team size on the same parameters.
  • Section 13 also includes reminder language to align with this assumption.

Please review the updated DOTD Form 24-102 on the Consultant Contract Services website and ensure proposals are prepared in accordance with these changes.
