    DOTD Issues Notice of Intent for Bridge Bundling Initiative Using Progressive Design-Build Delivery
    
    Monday, July 28, 2025 at 1:11:20 PM BATON ROUGE, La. — The Louisiana Department of Transportation and Development (DOTD) has issued a Notice of Intent (NOI) for three bridge bundling packages, launching a bold new effort to address aging and deficient infrastructure through a streamlined and innovative project delivery model.
 The scope of the bridge bundling initiative includes the removal of existing bridges and construction of new replacement bridges, as well as significant rehabilitation work on existing bridge structures when possible. By grouping bridges, DOTD aims to maximize efficiency, reduce costs, and accelerate project timelines across Louisiana.
 
 This initiative will be delivered using the Progressive Design-Build (PDB) method — a first for DOTD. This collaborative delivery model integrates the design and construction phases under one contract, allowing for early contractor involvement, flexibility in scope development, and risk-sharing between DOTD and the design-build team.
 
 “With Progressive Design-Build, we can engage industry partners earlier in the process, which results in better design outcomes, improved constructability, and a more efficient use of public funds,” said Glenn Ledet, Sec. of DOTD. “This method gives us the tools to deliver bridge projects that are not only faster and more cost-effective, but also more resilient and better suited to the needs of each local community.”
 
 The NOI follows a successful May 12 informational session held at the Transportation Training Education Center (TTEC) in Baton Rouge, where DOTD presented the proposed PDB approach to engineers, contractors, and infrastructure stakeholders. Industry feedback gathered during the session will inform the final structure of the procurement process, reinforcing DOTD’s commitment to transparency and partnership.
 
 This bridge bundling effort is part of DOTD’s larger Plan for Transforming Transportation, a statewide initiative focused on modernizing Louisiana’s infrastructure through performance-based, cost-efficient solutions that deliver long-term value.
 Additional details on the bridge locations defined in Act 2 of the 2025 Regular Legislative Session and estimated procurement timelines will be provided to interested PDB teams in the coming weeks.
