The Louisiana Department of Transportation and Development is currently searching for a qualified candidate to fill its chief information officer (CIO) position. The CIO will provide vision and leadership in the management of agency information technology (IT) as a strategic asset and enabler of change management and process improvements. The CIO will participate in overall business technology planning, bringing a current knowledge and future vision of technology and systems related to the agency’s current and strategic needs. The CIO will provide ownership and accountability for the execution of numerous distinct and costly technological efforts throughout the organization.  

 

Reporting relationships. Reports directly to the DOTD secretary, recommending technology systems, policies, staffing and funding required to execute agency’s statewide transportation goals; provides executive-level direction to DOTD’s Information Technology Section, telecommunications, teleconferencing and fiber optic staffs. Reporting to the position are DOTD’s Information Technology Director 3 with a staff of 65, all technology project directors on a project basis, the statewide fiber optics network (staffing to be determined) and a Telecommunications Section responsible for telephones and cell phones (staffing to be determined.) Position requires extensive contact with high-level executives of public and private entities; federal and state governmental executives; federal, state and local elected officials; etc.

 

Responsibilities. Representing highest IT leadership role at DOTD, incumbent serves as a member of the executive leadership team and influences strategic business decisions regarding the use of technology. Possesses complete ownership and autonomy regarding IT strategy and resulting IT business objectives and work. Determines long-term, enterprise-wide information needs and develops an overall strategy for systems development and hardware acquisition and integration.  Responsible for all enterprise-wide IT activities, including infrastructure and architecture, applications development, re-engineering business processes, networks (both local and statewide) including fiber, telecommunications (telephones and cell phones), teleconferencing and computer and auxiliary operations and support. Tracks a broad range of emerging technologies to determine their maturity and applicability to the agency. Examples of the types and extent of planned technological efforts include the implementation of electronic bidding; establishment of an electronic plan room; establishment of an e-collaboration environment; deployment of a new maintenance management system; replacement of the existing financial, purchasing and payroll systems with an enterprise resource planning software application; and consolidation of diverse technology initiatives, such as fiber optics, telecommunications, and support of ITS (Intelligent Transportation Systems) initiatives, i.e., highway message boards, 511 telephone system, etc. Assesses the relative impact of emerging technology on strategic business needs and interprets their application, implications and feasibility to DOTD’s executive leadership. Understands the agency’s core IT competencies and the values they bring to business processes for a competitive advantage. Interacts with internal and external customers to ensure continuous customer satisfaction. 

 

Desired education/experience/competencies. Bachelor’s or master's degree in computer science, information systems, business administration, or closely related field, with 15 or more years of IT and business/industry work experience, 5 to 7 years of which was in a leadership role for multiple IT/business functions. Proven skills in negotiating with vendors, contractors and others; budget preparation and monitoring; planning and organizing; personnel management, leadership and communication of vision and direction; accomplishment of objectives and goals that support overall business strategy. 

 

Benefits/Salary: Salary: $80,000 to $100,000 (depending upon experience). Benefits include: health and life insurance, retirement, tax-deferred compensation plan, sick and annual leave, paid holidays, and more.
