It seems that there is an issue with the link and accessing the website, asking you to log in to DOTD.

Another way around this until we can figure out what the issue is and fix it is to do the following:
Go to the DOTD.la.gov website
Click on About DOTD (in blue area)
Click on Engineering on the left side (in blue area)
Click on Consultant Contracts (in blue area)
Click on Manuals, Forms and Agreements
Here you should see the powerpoint files (in alphabetical order)
