Dept. of Transportation and Development Announces Bid Results for Statewide Projects

BATON ROUGE – The Louisiana Department of Transportation and Development (DOTD) announced today that 20 projects around the state received bids in November. Fourteen contractors presented apparent low bids totaling $75.2 million.

“We are pleased with the mix of projects and satisfied with the bids received. After three years of unprecedented inflation where construction costs have escalated by 100 percent, trends over the last several months provide optimism that bid prices may finally be stabilizing for many types of projects. Stability is the best we can hope for; we will never return to 2019 prices,” said DOTD Secretary Eric Kalivoda. “Louisiana’s citizens deserve the best transportation system possible, and this department will continue to deliver improved infrastructure for everybody with the resources it has.”

Projects awarded and their apparent low bids are as follows:

Bridge Replacement and Repair:
  • Replacement of Lajaunie Rd. bridge over Bayou St. Clair in Lafayette Parish: $2,093,279.50
  • Replacement of bridges along LA 521 in Claiborne Parish: $6,037,354.40
  • Repairs to Chef Menteur Pass movable bridge on U.S. 90 in Orleans Parish: $219,650.00
Pavement/Overlay:
  • Grading, milling, patching, overlay, and drainage on LA 675 and LA 87 in Iberia Parish: $11,533,577.83
  • Milling, patching, and paving on U.S. 165 southbound between LA 524 and LA 123 in Grant Parish: $5,739,628.56
  • Grading, milling, patching, and drainage on LA 182 between Lafayette Parish line and LA 754 in St. Landry Parish: $7,696,645.06
  • Grading, milling, patching, overlay, signalization, and drainage on LA 27 between LA 108 and I-10 in Calcasieu Parish: $3,466,932.08
  • Milling, patching, and overlay on U.S. 90 between LA 311 and McMahon Canal in Lafourche and Terrebonne parishes: $18,866,117.91
  • Grading, milling, patching, overlay, and drainage on LA 134 between LA 883-1 and U.S. 65 in East Carroll Parish: $875,858.00
  • Asphalt surface treatment to various state routes in Caldwell, Franklin, and Tensas parishes: $2,377,876.76
  • Asphalt surface treatment to various state routes in Catahoula, Concordia, and LaSalle parishes: $2,621,235.50
Congestion Mitigation and Safety:
  • Rumble strips, signs, and pavement markings on various state routes in Avoyelles, Natchitoches, and Rapides parishes: $2,043,521.05
  • Interchange lighting on I-10 at LA 97 in Jefferson Davis Parish: $1,746,589.00
  • Roundabout at LA 6 and LA 504 in Natchitoches Parish: $4,446,279.28
  • Intersection improvements on U.S. 165 at Lonewa Ln. in Ouachita Parish: $1,377,500.90
Other:
  • Sidewalks along LA 1151 and LA 26 in Oberlin in Allen Parish: $730,687.82
  • Sidewalks near I.A. Lewis Elementary School in Lincoln Parish: $540,018.33
  • Sidewalk improvements along LA 1091 between U.S. 190 and Country Club Blvd. in St. Tammany Parish: $962,889.44
  • Improvements for pedestrians along LA 18 in Jefferson Parish: $1,385,939.00
  • Boom or Bust Scenic Viewing Area and other improvements to Earl G. Williamson Park in Caddo Parish: $434,150.00
When bids for projects are received, an “apparent low bidder” is identified, although the process of actually finalizing and awarding the contract takes about 30 days. Bid prices deemed outside of a certain range or exceeding the project budget typically trigger a more extensive evaluation. DOTD will continue to monitor increases in bid prices related to supply chain and workforce issues. After a review, DOTD may opt to have the project re-bid.

Construction projects are prioritized by road/bridge condition, urgency of improvements, type/volume of traffic, crash records, unforeseeable emergencies that caused damage, and several other factors.
